Abstract

Peoples Republic of China (PRC) state-sponsored cyber threat actors are targeting networks globally, including telecommunications, government, transportation, lodging, and military infrastructure. They focus on large backbone and edge routers, leveraging compromised devices and trusted connections to maintain persistent, long‑term access and feed a worldwide espionage system, overlapping with threat groups such as Salt Typhoon and OPERATOR PANDA.
