The frequency, type, and impact of cyber incidents against and in the United States continues to grow. Policymakers consider solutions such as improving defenses and deterring adversaries. Three factors inform debate: knowledge of known adversaries, their online activities, and how the U.S. government identifies them. This information helps policymakers understand risks to the nation and specific sectors.
