Abstract

This report details OpenAI's efforts to disrupt the malicious use of AI by authoritarian regimes, organized crime, and cyber actors. By analyzing over 40 disrupted networks, the report identifies trends such as the integration of AI into existing workflows, the usage of multiple AI models, and actor adaptations to avoid detection. The findings suggest that while AI provides incremental efficiency and localization for threat actors, it has not yet provided novel offensive capabilities that exceed publicly available technical resources.
